Since 2.pm, February 9, 2014, the electronic tax filing on electronic portal of General Department of Taxation had officially put into operation. Hanoi, Bac Ninh and Vinh Phuc are three provinces, city selected to implementing the pilot phase of electronic tax filing project by General Department of Taxation. Therefore, in recent times, the propaganda and training in order to raise the awareness of the taxpayers in general and enterprises taking part in the electronic tax filing, contributing to reform tax administrative procedures, had been focused on promoting by the Vinh Phuc department of taxation.
Electronic tax filing project was implemented by the General department of Taxation in order to modernize the collection of the State Budget, to reform tax administrative procedures, to support tax agencies in managing, processing the tax collection, payment information quickly, accurately, to enhance the efficiency of tax administration. Electronic tax filing is a new step of the tax department after deploying the method of online tax declaration to help enterprise reduce costs, effort, increase the efficiency and reduce the risk while performing the taxation.
With the flourished recover of the domestic economy, on November, 2013, General Department of Taxation cooperated with Joint Stock Commercial Bank for Investment and Development of Vietnam (BIDV) deploying the electronic tax filing services throughout the country. This is considered as a significant event, performing the determination of the tax department in supporting enterprises implementing tax obligations. Accordingly, the pilot phase of electronic tax filing project was implemented with the participation of about 1.000 enterprises at 3 locals: Ha Noi, Bac Ninh and Vinh Phuc. The expansion phase will be deployed to the taxpayers voluntarily enrolling the electronic tax filing.
To effectively implement the pilot phase of the project of electronic tax filing; from January 15, 2014, Vinh Phuc department of taxation issued Decision No 302/QD-CT establishing the Steering Committee for implementing the electronic tax filing system and Decision No 303/QD-CT establishing Team of implementing the electronic tax filing system; assignment of the responsibilities, specific tasks to each member.
Implementing of the guidance of General Department of Taxation of the pilot deployment of electronic tax filing system, from the begining of the year, Vinh Phuc department of taxation had actively planned the propaganda program, combined with other departments, agencies and localities promoting the propaganda, helping the taxpayers in the province understand the purpose, benefits, processes and procedures for implementing electronic tax filing. On January, 2014, implementing the plan of the General Department of Taxation, the provincial tax Department in collaboration with Joint Stock Commercial Bank for Investment and Development of Vietnam – (BIDV) Vinh Phuc branch deployed the training course with the participation of about 400 enterprises, agencies in the province. Besides, the provincial tax Department also trained for the staff on electronic tax filing system in order to improve the professional qualifications and experience to support the information and answers the problems for taxpayers in the process of implementing the electronic tax filing.
A staff of the Propaganda and supporting for taxpayers division - the provincial tax Department said: When registering for electronic tax filing, the taxpayers need accessing directly to the electronic portal of General Department of Taxation to establish the bill to State Budget and automatically send to commercial banks to handle. The General Department of Taxation will receive the result directly from commercial banks, then confirm and respond to taxpayers, thereby, the General Department of Taxation could capture timely and accurately the information of the taxpayers and support the taxpayers to control and minimize the risks.
Participating this service, taxpayers will have three utilities: Implementing the domestic or ex-import taxpayment at anytime (including weekends) and at anywhere connecting to the Internet. The taxpayers will save travel costs, time and effort because they haven't to come directly to tax departments and depend on the working hours of the tax departments. Besides, taxpayers can easily monitor and manage the payment transaction and track the payment to the State Budget through the account and use the other incentive services of commercial banks.
According to the staff of the tax accounting and declaration division (Provincial Tax department), to participate in the electronic tax filing, the taxpayers, who voluntarily register the service, should have the following conditions: The taxpayer is implementing the electronic tax declaration on electronic portal of tax departments; the taxpayer has the account of commercial banks (particularly in this pilot phase, the taxpayer needs the account of BIDV and in pilot areas).
However, in the early stage of pilot deployment, many enterprises still expressed fears about the information security when applying this modern method. According to statistics from the Department of Informatics - Provincial Tax Department, up to this moment, there are about two enterprises deploying the electronic tax filing. As a result, the revenue from the electronic tax payment is just over VND 420 million. In the next time, the provincial tax Department continues directing the divisions, agencies to boost the propaganda to the taxpayers in the province; encourages enterprises to strengthen the tax declarations in the Internet; determines implementing the administrative reform according to the tax modernization strategy, period 2011 - 2015 and the policy of the Government and the Ministry of Finance to improve the the business environment, to reduce the number of hours of tax administrative procedures from 1000 hours per year up to 600 hours per year.
