Labor recruitment and training for FDI, DDI enterprises and competitiveness index improvement in the period of 2016 -2020.

On 8/16/2016, the Department of Labour Invalids and Social Affair hold the meeting to deploy labor recuiment and training for FDI, DDI enterprises and competitiveness index improvement on labor training in the period of 2016 - 2020. Attending the meeting, there were Mr. Le Duy Thanh, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People’s Committee; Mr. Khong Son Truong, member of the Provincial Party Committee, Director of Department of Labour Invalids and Social Affair; representatives of Department of Planning and Investment; Department of Education and Training and vocational training institutions; Center for Employment Service; Board of Promotion and Investment Support, Management Board of Industrial Zones; FDI and DDI enterprises in the province.

Mr. Le Duy Thanh, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People’s Committee; Mr. Khong Son Truong, member of the Provincial Party Committee, Director of the Department of Labour Invalids and Social Affair attended the conference.

At the conference, participants were heard the report on employment and labor situation in the province; the status and quality of labor training at vocational training institutions; operation situation of the employment service centers; policies for enterprises; labor recruitment in enterprises. Delegates were also heard the plan of labor recruitment, labor training for FDI, DDI enterprises in the province; plans of improving competitiveness index (CPI) of the labor training indicators in the period of 2016-2020; the Circular No. 72/2016 / TT - BTC dated on 05/19/2016 of the Ministry of Finance on guiding rates of collection, payment, management and use of employment service fees. According to the plan, to December of 2016, the province has 39 out of 146 FDI and DDI enterprises registering the labor recruitment with needs of over 8,600 employees.

At the meeting, vocational training institutions and enterprises discussed difficulties and problems in employment; proposed solutions in the associated training and structural imbalance between male and female labor force, career structure.

Speaking at the conference, Mr. Le Duy Thanh affirmed that human resource is the most important factor in attracting investment, promoting the socio - economic development of Vinh Phuc. Employment has been more important when Vinh Phuc still has 77 thousand unemployed workers.

In the coming time, the province will focus on enhancing the effectiveness of cooperation between enterprises, authorities and vocational training establishments in training and recruiting workers. He suggested the Department of Labor, Invalids and Social affairs to further implement the state management in the field of labor and employment; collaborate with enterprises, especially FDI ones to capture labor demands and have solutions to help enterprises overcome difficulties in the process of recruitment; coordinate with vocational training institutions to advise the provincial People’s Committee in vocational training according to the needs and addresses; manage and promote the efficiency of employment service centers, employment trading floors; research and propose solutions to improve the investing environment, enhance the competitiveness index of the province.

Vocational training institutions should innovative training programs, raise teachers’ qualification; districts, towns, cities should create conditions for businesses in the locality to organize activities; businesses, especially FDI, DDI ones must provide information about labor requirements; actively propose ideas to remove difficulties when investing in the province and well implement social welfare policies and etc; thereby contributing to attract investment, labor stability when working in the business.
